    That was Childs Play 3. But the doll factory is in LA, at 33°45'33.74"N 118°14'23.39"V, also used as the steel factory in Terminator 2. Enjoy

    The first buildings shown are the former Finkle & Sons steel factory. They're driving NE on Cortland, and you can see the blue lettering at the top of the building on the left, as they come over the small Cortland street bridge from Elston facing Racine and Clyburn. Incidentally, in the Blues Brothers when their location is announced over the radio; Cortland doesn't run that way. The bridge goes over the Chicago River.
